In terms of a paint-on non-skid, I can highly recommend KiwiGrip (http://www.kiwigrip.com/), a thick acrylic polymer into which texture is imparted during application. It is also known as "Don't Slip" in New Zealand.

So far I have been very happy with it. Unfortunately, I can't attest to how it would do in snow!
